PROGRAM ADMINISTRATOR

The Westside Center for Independent Living (WCIL) helps people living with disabilities maintain self-sufficient and productive lives through non-residential peer support services and training programs.  Independent Living promotes self-determination, community living, full participation in community life and access to the same opportunities and resources available to people without disabilities.

The Program Administrator is a member of the Center’s Management Team and provides direction and oversight in the areas of program development, implementation and evaluation.

Job Responsibilities

  • Participate in Systems Change and Advocacy activities
  • Generate outcome-based grant narratives and reports for federal, state and local government funders and private foundations
  • Conduct program evaluations including comparative data analysis to identify trends and corresponding program revisions
  • Develop, implement and  provide ongoing management of an infrastructure to support Medi-Cal billing
  • Create, expand, and revise programs consistent with consumer needs
  • Oversee marketing and outreach and participate in relevant community partnerships
  • Staff supervision and quality control monitoring
  • Provide service-related contract and fiscal management and oversight which includes authorization of purchases, training expenditures, monitoring of program expenditures and third party payer service billings
  • Conduct contract negotiations for service-related contracts and grants and with any service consultants
  • Supervise and maintain adherence of policies and standards of operation
  • In the absence of the Executive Director, serve as Acting Executive Director

Qualifications

  • Minimum of 3 years experience in management including program planning, development, implementation, oversight, and evaluation
  • Demonstrated administrative, training, supervisory, evaluation, and quality assurance monitoring skills required
  • Demonstrated experience in developing budgets and monitoring expenditures
  • Demonstrated experience in analyzing government and foundation request for proposals and developing proposals
  • Must possess exceptional writing skills
  • Demonstrated interpersonal skills needed to interact effectively and diplomatically with a variety of staff, volunteers, and members of the community
  • Computer literacy with proficiency in Microsoft Windows, Microsoft Office, and Internet usage required. Knowledge of Microsoft Access helpful
  • Must be able to travel as required
  • Life experience with disability, as well as, knowledge of the Independent Living Movement philosophy required
  • Public speaking experience preferred
  • Bilingual skills (Spanish and/or American Sign Language) preferred
